The committee of
National Defense, Interior and Municipalities held a session, presided over
by MP Walid Eido and attended by the Interior and Municipalities Minister
Hassan Sabaa. The MPs present were: Mohammed Qabbani, Antoine Ghanem, Qassem
Hashem, Ali Ammar, Mohammed Kabbara, Edgar Maalouf, Shamel Mouzaya, Nasser Nasrallah, Abdullah Hanna, Bassem
Shab, Ammar Houri and Hassan Hobballah. Attending as well were the director
of the Joint Administration, Nicholas Haber; the Director General of Internal
Security Forces (ISF), Major General Ashraf Rifi; Interim General Security
Director Brigadier-General Assaad Taqsh; the head of the Airport Security
Apparatus, Brigadier Wafic Shouqair; the Information Office chief at the
General Security, Brigadier Ghattas Choueiri; the head of the Investigation
Branch in the Airport Security, Colonel Joseph Najm; as well as the chief of
the Information Branch of the ISF, Major Samir Shehadeh.
- Upon the session, Eido said: "The National Defense and Interior
Committee discussed the most serious issue, which is security. The MPs talked
the situation and the changes the country is witnessing, namely the security
instability. This issue influences the reconstruction of security
institutions, as mentioned in the ministerial statement, as well as the security
appointments, which are an urgent need. The assessment of their link to the
mechanism of appointments suggested by the government was also
discussed

Committee held yesterday a session at the Parliament, presided over by MP
Akram Chehayeb. Attending were MPs Nabil Nicholas, Antoine Khoury, Michel
Moussa, Ali Miqdad, Farid Habibi and Hagop Pakradounian. |

After the session, MP
Chehayeb stated: "The Environment Committee convened today (yesterday),
and the main question raised was: Is environment among the government's
priorities? And we at the committee have the obligation of rendering
environment among the priorities, especially that the Ministry- after the
endorsement of the new structure- is in a situation that enables it to solve
most of these problems. In addition, Law No. 444, which awaits decrees,
complements the function of the ministerial structure. That is why this
question was raised, and there was a follow-up on the National Program for
the Treatment of Solid Domestic Wastes, Medical Wastes and Waste Water. We
would like to remind the government of the necessity of reconsidering the project
and establish the National Forests Institution, which would be in charge of
forests' management, rehabilitation and volunteerism. But there is a big
problem: What has the government done in preparation for the fires season
this fall after they have started early this year. What did it do regarding
the Naameh dump, which was one of the complicated problems for previous
governments? We hope to find a solution for it at this stage. Hence, the
problem lies in the priorities of the government's and the ministry's work.
Priority should also be given to the cost, and I do not mean the cost of
solution but the cost of squandering. Therefore, the committee will meet
every Tuesday to follow up on these matters via monitoring and
legislation." |

The President of the Administration and Justice parliamentary
committee, Robert Ghanem, declared that the committee will seek "as soon
as possible to initiate the studying of the laws of election, administrative
decentralization, and parties." He was clear that the committee has
"over 130 projects and legal suggestions that are still under
study." |

After he chaired yesterday the first meeting of the committee in
the House of Parliament, he declared: "The first session was dedicated
to place the methodology of the committee's work for the next phase; it
appeared that there were over 130 projects and legal suggestions that are
still under study. We will try to hurry up and finish them. We will also seek
as much as possible to start studying the laws of elections, administrative
decentralization, and parties. They are all issues that concern the citizen.
From this logic, there will be a project to set up workshops in relations to
these three laws as soon as the projects and present proposals are finished
within the committee. Some of these projects and proposals have been
submitted since 1995. The Committee shall meet twice per week. " |

the session, MP Kenaan said: "The Committee discussed about providing a
future policy to the youth and sports in Lebanon. This topic is very
important and we agreed that it should be outside the framework of political
disputes. We believed that it is important to share with the involved sectors
this topic and the concerns of the youth. By sectors, I meant the Ministry of
Sports and Youth as well as the athletic associations. We agreed to invite
the Minister of Sports and Youth, Ahmad Fatat, to discuss the topics related
to associations, sports, and possible legislative projects in Lebanon."
He continued: "We expect that the committee's work will be beneficial.
We shall meet every 15 days to discuss different issues and execute what we
already agreed on from future plans that are part of a vision we wanted
undivided ." |

The Committee
of Administration and Justice held a session yesterday at the House of
Parliament under the presidency of MP Robert Ghanem. The MPs who attended were: Ibrahim
Kenaan, Walid Eido, Mohammad Raad, Naouar Sahili,
Serge Tour-Sarkissian, and Hadi Hbaish. In addition to the MPs, the
representatives of the Ministry of Finance and the Council for Civilian
Service were present. |

The
Committee studied the proposals of several laws in relations to employees,
and decided after discussion to return some of them for two reasons. The
legal proposals were either issued in relations to specific persons to
improve their circumstances or the context and suggestions can be issued
under regulatory texts. |
|

As for the
legal proposal to make charged notaries full-timers, the Committee
recommended the Ministry of Justice to hold exams to fill the vacancies of
the jobs of notaries throughout the entire Lebanese regions. This includes
the reservation for the employees charged with writing legal documents to
participate in this competition while sparing them the age limit and provide
whoever passes among them 15% preference when locating the rankings of
success. |

On the other
hand, the Committee shall meet next Wednesday at the House of Parliament to
continue the study of articles that was left pending in the bill which aims
to organize the Ministry of Culture, and the bill concerned with Public
institutions of the Ministry. |

The Committee
of Sports and Youth held a session at the House of Parliament under the
chairmanship of MP Ibrahim Kenaan and the presence of the Minister of Sports and Youth. The MPs

of placing a strategy of communication between the Lebanese residing and
immigrant youth. Another issue focused on finding a mechanism to upgrade the
athletic activities in Lebanon as a follow up to the earlier session which
was attended by the Minister of Sports and Youth. |

Proposal
to launch a Crisis Cell from the Presidents of the Committees due to the

MP
Ibrahim Kenaan's proposal, which calls for the set-up of a crisis cell to
accompany the crisis of the aftermaths of the Israeli war on Lebanon, was
adopted. This covers different levels
on the Lebanese, Political, and Social levels. The Cell will be formed from
the representatives of all Parliamentary Committees, which also includes the
office of the Parliamentary Council. It will meet periodically to prepare
reports and communicate with all forms of parliamentary institutions on
international, Arab, and Intercontinental levels. The committees were
requested to name their representatives with a deadline that ends maximum
next Monday. This cell's location of work will be in the House of Parliament
in Nejmi Square. |

meeting, Chehayeb said: "The Environment Committee met and the question
was pondered upon: "Is the environment one of the government's
priorities? As members of the Environment Committee, it is our duty to make
the Environment folder as one of those priorities especially after the
Ministry became, under the legislation for a new infrastructure, is capable
to function on solving different issues. The Law 444 which awaits the bills
completes the work of the Ministerial infrastructure. For this reason there
was a question and persecution for a national program to handle solid
household waste, medical waste, and used water. We remind the government
about the necessity of restoring the project and establishing a National
Institution for Forests which will handle forest management and its
rehabilitation. The main problem is: What did the government prepare for the
fire seasons this fall especially the fires started early this year. The
topic of Na'ami dumpster was one of the impossible topics for the previous
governments and we hope to find a solution for it at this phase. The problem
hence lies at specifying priorities for the government and ministry's work.
These priorities should be organized according to expenses, and I do not mean
the expenses for solutions rather the expenses of money wasting. Based on

area. |

the Israeli aggression on Lebanon, specially the oil spill on the Lebanese
shores. There are local, Arab, and International efforts to treat this
gigantic damage which has short and long run negative impacts on health,
marine life, and the Lebanese economy. The MPs did an overall evaluation for
the role of the Ministry and confirmed the continuity of the campaign to
treat all the traces of pollution. The
Committee has decided to proceed with this file on all different

In a meeting
held yesterday, the Committee of Administration and Justice decided, under
the presidency of MP Robert Ghanem, decided to form a subcommittee under the
presidency of MP Samir Jisr. The subcommittee includes the following members:
MP Elie Aoun, MP Ghazi Zeaiter, MP Fouad Saad, and the General Director of the Civil Organization, Joseph
Abdul Ahad. The subcommittee's role is
to revise the bill of settling construction irregularities and to extend the
period noted for that issue for one year. |

Committee is to revise the project according to the mentioned methodology and
to hurry-up in placing the suitable formula to display it upon the committee
in order to select it.

After the
meeting, Chehayeb
said: "The Committee approved the legal project which aims to allow the
government to conclude a funding deal for
the Used Water project in Greater Beirut between Lebanon and the
European Investment Bank. The Committee issued a recommendation that invites
the government to execute the second phase of it in agreement with its
decision in the Public Committee, executing the desires of the MPs in that
area. |

The Environment
Committee held a session at yesterday's noon, in the Parliament, with Akram
Chehayeb as its chair. The attendees were the Minister of Environment Yaacoub
Sarraf, and the following MPs: Antoine
Khoury, Nabil Nicolas, Farid
Habib, Hagop Pakradounian, Nicolas Fattouche, Henry Helou, and Ali
Moqdad. |

MP Chehayeb
said: "In the presence of Sarraf, the Committee displayed the efforts
done by the government for the sake of treating the pollution as a result of
the Israeli aggression on Lebanon, specially the oil spill on the Lebanese
shores. There are local, Arab, and International efforts to treat this
gigantic damage which has short and long run negative impacts on health,
marine life, and the Lebanese economy. The MPs did an overall evaluation for
the role of the Ministry and confirmed the continuity of the campaign to
treat all the traces of pollution. The
Committee has decided to proceed with this file on all different
levels." |
