A
meeting was held yesterday in the office of Education Minister Khaled
Qabbani. The meeting was also attended by North MPs Hashem Alameddine and Elias Atallah, in the presence of
the head of the Minieh Municipalities Federation, Mustafa Aql, and civil and
educational figures, as well as the owner of the School of Nabi Kazbeer. The
participants discussed with the minister the condition of the school
buildings in Minieh, their problems and proposals of solutions. Qabbani made
immediate contacts to follow up on the school's issue to solve it within the
legal framework. Malek will hand the Ministry a copy of a claim to remove the
joint ownership off the land the school is built on, so that the Ministry can
discuss an occupancy fee pending the complete settlement of this file. |

It
was also agreed upon the expedition of the contracting of the Nabi Youshaa
School. Participants also discussed the issue of construction of a school for
girls in Hay al-Blatt and a public school in Hay Hamdoun. It was agreed upon
the continuous submission of bids and documents related to these two schools.
The minister was notified about assigning a new director for the Minieh High
School. At the end of the meeting, they invited the minister for a visit to
Minieh. He promised to do so soon. |

MP Elias Attallah underlined the issue
of the missing in Syrian prisons and the detainees in Israeli prisons. He
stressed that he had no evidence of efforts undertaken by the Syrian
government with respect to the missing people, calling on the Lebanese
government to use more serious means to end this mystery. |

The Federation
of the Lebanese Associations of for the Lebanese Disabled launched the
national campaign to stimulate Law No. 220 on the rights of the disabled at
the Economic and Social Council (ECOSOC). A petition was signed with the
participation of MP Michel Moussa, representing the Speaker, in addition to
former Speaker Hussein Husseini, Social Affairs Minister Nayla Mouawad, MPs
Akram Chehayeb, Nasser Nasrallah, Ammar Houri, Nabil De Freij, Farid Khazen,
Wael Abou Faour, Elias Atallah,
Bahij Tabbara, Mohammed Raad, Ghassan Moukheiber, Atef Majdalani, Mohammed
Haidar, Jamal Taqsh, Hassan Hobballah, former minister Assaad Diab, MP Michel
Aoun's representative Naji Gharios, and Army Commander's representative
Colonel Hanna Kiwan. Present were also the head of the Lebanese Association
for the Disabled, Randa Berri; the head of ECOSOC, Roger Nasnas; Beirut's
mayor Abdel-Monem Ariss, the head of the General Labor Confedredration,
Ghassan Ghosn; his deputy Saadeddine Humeidi Saqr, ECOSOC's director Farouq

Minister of Labor, Trad Hmaidi, welcomed in his office MP
Antoine Zahra who said after the meeting: "I displayed to Minister Hmaidi the
situation of the Batroun Hospital, the crisis it is undergoing through
currently, the rumors of cutting the hospital out from the social security
and transferring it to the Ministry of Health, the vital social role this
hospital plays, and the importance of clutching to enforce the success of the
experience of managing its insurance. We agreed with the Minister after I
transmitted mine and MP Boutros Harb's opinions that this hospital has to be
re-activated, reinforced, and adopt it in a practical manner by the Social
Security for at least the next four years." |

Antoine Zahra delivered a speech as follows:
"There are 15 citizens from Batroun who are as we understood have been
kidnapped, arrested, and we don’t know if they were put on trial and got
convicted in Syrian prisons amidst a politically and military tense era between
our community and the Syrian Army that was present on our land as invaders.
But what we cannot comprehend is the fact Boutros Khond was kidnapped from
the Lebanese Security Square and taken straight to Syrian prisons; till this
day he did not return." |

He continued:
"Someone may ask: 'why do you speak about this issue and disregard the
issue of prisoners in the Israeli prisons?' We reply: 'This issue is for sure
of national concern, but the difference from the prisoners in Israeli prisons
is the fact we know when they were arrested and where they are held in
prisons. As for the arrested in Syrian prisons, they were kidnapped, without
any trial, accusations, or the reasons were ever made known, and not even any
confession about their presence there. The Political, Judicial, and Lebanese
Security Authorities failed to provide any specific and clear evidence about
their fates. We join our voice to all voices that demand to raise their case
to the United Nations to form an international investigation committee with a
large privilege in order to be able to reach the places where they are held,
to discover their fate, return them, and allocate the just compensations to
them like any prisoner liberated from any prison. |

for Parliamentary Elections has taken into account the issue of the
immigrants' rights to vote. This is demanded to preserve their right of
participation in the national life and revive communications between the
Lebanese residents and immigrants. Another two concerns for the Committee is
to adopt small constituencies in separating the electoral districts and the

review the laws regarding criminal procedures, to adjust the item 68 from the

the M.T.V. station to broadcast again.” He justified that the circumstances
and the causes, which allowed the transformation of the General Persecutor to

directing the invitation to the public committee of the council to meet in a
nearby decision and legislate the displayed proposals, specially the
accelerated repeated law with the priority of reopening MTV. This repetitive
accelerated law was proposed by MP Harb and other MPs. This law is concerned
in the reopening of MTV television station and the modification of article 68
of the electoral law." |

MP Boutros Harb said: "We
discover that that Lebanon's land has been transformed to a series of mass
graves which is scandalous and a crime against humanity. We demand our
government to transform this file into an item on its agenda for the next
meeting. The government should also
open an investigation through its local Lebanese authorities in collaboration
with the International and Local Red Cross in order to identify the locations
of these mass graves. It is the duty of the Lebanese State if failed to
persecute who committed these crimes to seek out the help of the
International Community and the humanitarian international institutions to
follow-up this case and transform this file from a Lebanese scale to humane
file at the international level. " |

"there will be a first meeting on today's Tuesday in regards to the
first mass grave discovered in Lebanon at the Ministry of Defense. This forms
a scandal because we cannot consider the investigation and political research
in a meeting as sufficient;
henceforth, we demand the opening of a real investigation in all regions
especially after reports were filed from several locations in Lebanon. |

The most
important dimension is the case of the Lebanese present in Syrian and Israeli
prisons and we demand their release. We also would like to know why they were
arrested and transfer them to Lebanon's courts in case they committed a crime
so that our judicial system practices its authority and its role in achieving

MP Hachem saw that the "dark
picture to the environmental situation in Akkar should be a motivation for
its MPs to work extensively, and it should be also a motivation to raise
awareness among people on the dangers of polluting the environment. We placed
on the top of our priorities the project of hygienic sewage network, and this
project is not new. During the days of the martyred Prime Minister Rafiq
Harriri, we submitted a developmental paper of all the projects of Akkar and
the martyred Prime Minister then promised us with support and funding from
the Islamic Bank with a sum of 900 million dollars in separate payments,
which should be sufficient to cover all necessarily projects to raise Akkar
out of this current situation. However, the renewal to President Emil
Lahoud's mandate and his incompetence both knocked out everything." |

also added: "We have the ambition to execute the Qolay'at airport and a
free zone project, which from the very beginning it will provide 5000 job
opportunities. The project in the next
five years should generate over 18,000 job opportunities. It will not cost
the State anything because it is proposed in the style of Construction,
Operation, and Delivery (BOT). Sadly, the President of the Republic didn’t
till now sign the decree of forming a committee concerned for the project.
We, the Akkar MPs Gathering, are also initiating the building of the
governmental Halba hospital as soon as possible. We shall provide, as well,
attention to the drinking and sanitation of water." |

region from a developmental dimension. One of the discussed issues was the
Qolay'at Airport, and the process of bidding it through the B.O.D methodology
because that is the only developmental project that will secure for the area
on the spot 5000 job opportunities whose number will increase in the coming
years. In other words, the project will allow Akkar to enter the economic
cycle of the nation. We discussed other issues such as roads and schools, and
specially the sanitary disposal because today in Akkar we are facing a large
problem, which is the pollution of drinking water as a result of sanitary
drillings. |

revision of trade contacts signed by Lebanon with some countries. He
confirmed his support to the demands of the potato farmers in the North and
demanded from the Ministry of Agriculture to take the precautions of
protecting this sector as well as other sectors. In the light of this, the
farmers of the region have been under a lot of pressure because of the rise
in the costs of production, increased competition, the lack of protective
procedures that should have been applied by the Ministry of Agriculture to
protect the interests of the farmers, and the non-availability of monitoring
the entrance of products that already exists in Lebanon. |

officials and principals of the region at Hotel February's Hall in Besharri,
with the presence of the Head of the Municipalities' Association Nowfal
Shidrawi and head of the municipality Hassroun, Emil Farah. MP Keyrouz said:
"The problems of education are increasing in the light of the worsening
and degradation of the economic situation.
The current problems are currently the problem of the roads during the
winter semester which we hope it will improve in collaboration with the
Ministry of Public Works and the Association of Municipalities, the problem
of heating, and the problem of the school fees." He pointed out to
"the need from each school to provide us with its needs in relations to
the latter two problems in order for us to study the potentials of support
and provide assistance. As for the rest of the problems, they are tied to the
reality of the developmental region as a whole and the Conference for
Development, which we are preparing, shall relate to it according to an
overall developmental perspective." |

In a comment of the
attempt of moving the Dentistry Faculty in the Lebanese University from its
headquarters in Sin el-Feil to the University Compound in Hadath, MP Elie Keyrouz, of the Lebanese
Forces, pointed out that this step is bizarre to come at a time where the
entire Lebanese University is the subject open for discussion. This maneuver
hints a proactive step to impose a reality which might be followed by similar
steps, knowing that it will also be followed by disastrous consequences.
Also, it shouldn’t be forgotten that it faces unanimously a rejection from
the overall family of the faculty: professors, administrators, and students. |

Keyrouz requested the
residents of the Lebanese University not to handle this issue as if it was an
internal administrative policy because it is a political issue and it
reflects a national dimension in a critical stage where reason and vision are
needed to overcome the ignition of more problems and divisions. |

He concluded to say
that the Dentistry Faculty is part of the file that is biologically connected
to the National Consensus. Having said so, the attempt of transferring the
location of the faculty till agreement on the final decision is reached in
relations to the overall Lebanese University, its branches, and its different
affairs should be frozen. |
