questions, MP Anwar Khalil asked about the South Highway which links Zahrani
to the Bekaa: "Does the government have the right to suspend the
implementation of the budget? Is it possible to conclude a contract and not
abide by the terms of the contract? I hope the government would give us an
answer." |

The MP said: "this money is allocated partially to fund the reform of overall institutions and
administrations; however, the Council of Ministers took away part of these
funds and allocated it for health sewages of certain municipalities. These
facts indicate how successive governments do not care about the real reform
of the institutions. The latest evidence to that fact is what was mentioned
in the Ministerial statement of the current government in relations of
raising the efficiency of public administrations and upgrading its human
capacities. The Ministerial statement also discusses the process of reforming
overall institutions and administrations and how these projects are directly
linked to the restructuring of these administrations, which also includes its
machination and training. Based on all that is mentioned, we have to ask how
the 24 million Eurodollars specified for the development of the
administration and its enhancement are taken out in a time that is considered
a supreme priority to reform the administration. MP Khalil was not convinced
with the answer he received, so he transferred his answer to
interrogation. |

sprang out from the owners of the private owners of these used
